Aimed at the assessing default of industrial structure only by economic method,according to requirement of water environmental protection,the paper gives a method based on AHP to assess integrating benefits of industrial structure,to offer decision-making for industrial structure adjustment and to provide a case of the Huaihe River valley in Anhui Province.
