Effect Assessment on Eco-compensation Policy of Returning Farmland to Forest(Grassland)in West Hainan

ZHAO Cong-ju et al(School of Geography and Tourism,Hainan Normal University,Haikou,Hainan 571158)  
Based on the characteristics of Hainan regions,and through field investigation,the effect of returning farmland to forest or grassland engineering on environmental conservation,economic development and people's livelihoods improvement was estimated.The results indicated that 85.7% of rural households supported the policy of returning farmland to forest and grassland and 68.5% of rural households were satisfied with the current cash subsidy standards;in addition,after returning farmland to forests,39.2% of households didn't know what they should do in the rural industrial structure adjustment and upgrading;and 37.0% of households didn't retire some or all sloped crop fields.Therefore,it pointed out that there was of great significance to carry out further returning farmland to forest(grassland) policy to prevent the rebound of returning land,protect the environment and achieve sustainable developments.
