An Equity Evaluation of Urban Park Location-Allocation——A Case Study Within the Outer Ring of Shanghai City

Parks are an important component of public space in urban areas,and fair access to this valuable resource is a major concern of urban planning.From the spatial perspective of equity,this paper designed a multi-criteria,comprehensive evaluation model for urban park equity assessment.The influencing factors included accessibility,coverage ratio,overlap ratio,and average accessible urban park area.The influencing factors were developed using remote sensing imagery and GIS analysis,and the model algorithm was implemented on the ArcGIS platform.The model results from a case study of the urbanized area within the outer ring of Shanghai have several implications.First,the evaluation model could help demarcate urban park service range relatively well,the information necessary for spatially balancing the demand and supply for park services.Second,the indices of coverage ratio and overlap ratio as output from the model may provide fundamental information for rational location/allocation planning of new parks. Third,the model computes for the index of average accessible park area per person,which enables the integration of the concepts of humanity and equity into the planning process.Finally the model is easy to understand and implement,ensuring its practical and widespread use in the future.
