MIAO Jun-feng(School of Economics,Shandong University,Jinan 250100,China)
Higher education is a kind of quasi-public goods, and both government and market should provide it.Recently, with the constant enlargement of the higher education in China,it's financial resources are insufficient and the government appropriation faces big pressure. Therefore, financing from various sources is necessary for the development of higher education. In order to perfect the financing mechanism of our higher education, analyzing from the view of fiscal policy,we should take innovations such as distributing the special national debt for higher education, introducing education voucher mechanism, introducing the BOT mode in the infrastructure area, and issuing the lottery tickets for education.
