Quantified risk assessment for low probability major accidents

LIU Tie-min (National Center of Safety Science and Technology, State Administration of Work Safety, Beijing 100029, China)  
This article aims at discussing the significance of the QRA method for low probability major accidents assessment and control in hoping to enrich the quantified risk assessment (QRA) theory and its implementation in China. To this end, the author has introduced the concept of the risk of low probability major accidents, the classification and scope of the risk involved, as well as the impact and misunderstanding by the low probability and uncertainty. The article has also discussed major methods and usage of the QRA with the main technological procedures on QRA reviewed. Notices are also paid on the different conditions, including some key factors, such as the personal and social risk value etc. with the focus on the basic boarding conditions as to how to implement the QRA.
