A renovated method for assessing the fire fighting and rescuing capability by taking the fire brigade as a unit

The present paper is aimed to introduce an innovated method for assessing the building and regional risks by taking into systematic account the influence of the fire brigade on the building and regional fire risks. For the given research purpose, this paper has established an index system of the fire fighting and rescue capacity of the fire brigade, in which each index can be defined through analyzing the hierarchy process. The so-called analytic hierarchy process, AHP for short, can be used to carry out quantitative analysis for the things non-quantitative in nature while evaluating the weight of each index in detail. In this paper, the index system and the hierarchy structure model are built in close relation with the assessment of the fire fighting and rescue capacity of the fire brigade. Thus, the method can be seen as a reliable data base for the future building and regional risk assessment.
