On setting-up an eco-environmental hazard indicators assessment system for a township

This article is to present our work on setting-up an eco-environmental hazard indicators assessment system for a township.Firstly, a set of pre-determined indictors, say, about 40, are selected by means of frequency statistics method (FSM) in accordance with the previous research results and national standard in China.Then, an analysis theory and practice method (ATP) are to be chosen to eliminate some unnecessary indictors for the case in-situ for a Chinese town.For example, sanitary latrine coverage indictor, agricultural fertilizer dosage indictor and solid waste of life treatment rate indictor used to be undertaken in China's towns to take the place for the agricultural pesticide residues pass rate indictor and large-scale livestock breeding farms effluent compliance rate indictor, which are not only included in the recording system in China's case, but also too complicated and expansive for long-lasting monitoring and registration. Thirdly, even the so-called Delphi expert consultation law which is commonly adopted in the developed countries to filter the rest indictors may not come into the state in-situ for the case in question. Therefore, it is necessary for us to adopt a rough set attribute reduction system (RSARS) to deal with our mission, for the Rough Set Theory is a recently developed method aimed at dealing with uncertain problems and inadequacy data.The method proves to help us to overcome some overlapping contradictory indictors and improve their independency. And, finally, it has to be pointed out that the eco-environment hazard assessment indicators system proposed here includes four sets of indicators, that is, the natural environment, social environment, economic environment and their comprehensive impact factors, a total of which is 27 indicators, which are indispensable for the system and play their due roles in evaluating the status quo of a town' s eco-environment objectively.And in turn it should be taken as a part for its planning and development.
