On the Problem of Poverty in 18~(th)-century England

Poverty was one of the disturbing social problems in 18th-century England though the country at that time did enjoy continually developing economy and gradually improving living standards for common people.It is true that the problem of poverty did not originate from the 18th century,while the problem became more and more prominent due to sharpening social mobility and division resulted from accelerated economic development.
