Comparative Study on the Distribution of Powers in Federal System

This article basing upon an opinion that federalism is not a model of ideology but a kind of method to organize political power,examines the distribution of power in twelve existing federal systems and try to discover the real sense of federalism as a method.The comparison shows that the federalism varies in applicable way and there is no pure model of federation.Federalism in different ways reflects different tendency of the compact theory or national theory on federation,and federal system of United States which is deemed as model of federal system in fact is really unique.The article also examines the meaning of"dual-sovereignty"and the function of judicial system in federation.The author argues that federation and union are not opposite absolutely,to some extent, federalism can be reconcilable with union.
