Competency Model for Chinese Local Government Executives and Its Cross-Cultural Comparation

This paper was aimed at constructing the competency model of Chinese government executives and clarifying possible differences between Western-Chinese managers. Researches, applications, experience, and lectures of both demestic and abroad on competency were reviewed, and the strategy of questing for competencies of Chinese government executives was engendered. About six thousand executives were interviewed and tested, results indicated a seven-factor model of competency, which were task accomplishing competency, self-restriction, political competency, leadership, learning competency, harmonizing competency, and consideration of others. Compared with Western managers, Chinese executives pay more attention on managing self oral and action behavior, and less attention on managing task-related behavior. Suggestions of improvement on trainings of government executives were also made in this paper.
