Artificial Intelligence and the Repositioning of the Role of Public Administrators

Yan Jiahua;Wang Zhanghua;School of Public Administration,Xiangtan University;
Judging from the law of the development of artificial intelligence technology,artificial intelligence(AI,for short) is in the stage where strong AI and weak AI co-exist. And AI is increasingly demonstrating its potentiality to go up against the traditional model of division of human labor and division of professions. The role of human society which has been based on division of labor and division of professions is facing the possibility of repositioning. As far as government governance is concerned,with the continuous deepening of artificial intelligence embedded in the government,the traditional public administrators' informational role,decisional role and service role have been challenged and shocked by artificial intelligence,which has led to the repositioning of their role. The value of the role repositioning of the future public administrators lies in their endeavor to realize the harmonious coexistence of human(public administrators) and machine(artificial intelligence),and then in the promotion to shift its practical role from"routine supply"(事务性供给)to"public maintenance"(公共性维护),so as to transform public administrators into rule makers,riskpreventers and responsibility-bearers in the context of artificial intelligence.
