Try to adjust the Pollution Charge System because of Emission Cap

It is inevitable to improve the emission efficiency of the enterprises and industries in order to make the most products under the frame of emission cap.The pollution charge system applied in China don’t have considered emission efficiency,so the effects of influencing the behaviors of the enterprises don’t have exerted adequately.Bringing the emission efficiency into Pollution Charge System,the policy can restrain the enterprises which pollute inefficiently.
