A Study on the Indicators for Environmental Impact Assessment of the Tourism Development Master Plan

As an assessment framework for Stractegic environmental assessment(SEA),the indicators help a lot on comprehensive study EIA of the Tourism Development Master Plan(TDMP).For indefinite causalities and quantitative relationship between plan schemes and various environmental impacts,it is difficult to collect quantitative data and conduct quantitative prediction during the EIA of the TDMP,so the 'Baseline-led' SEA is not appropriate for EIA of the TDMP.Influenced by the Position School of strategy formation theories profoundly,decision-makers of the TDMP usually determine the stractegic objectives prior to the identification of plan schemes.If decision-makers begin with the development of sustainable objectives,it will be easier for them to consider the proposed plans from environmental and social aspects..Based on the characteristic of higher subjectivity of the TDMP,the 'Objective-led' SEA is preferred to be used for the EIA.
