Considerations on Beijing Industrial Infrastructure Adjustmentand Industrial Upgrade

The main problems faced by Beijing's industry are: the infrastructure is small, disperse and heavy; product configuration is unreasonable and uncompetitive; the industrious managing institution is not accommodated to the requirements of the market economic institution; technical reform investment is small. In its development, market economy has not been fully made use of and the development is indistinctive; the development and adjustment are not accommodated to the function of the Capital; there is in Beijing a scarcity of key enterprises and industry groups. And there is also a scarcity of a entrepreneur team who are able to shake heaven and earth of the market. Beijing has elitist, information and market location predominance in the industry development. In order to adjust Beijing's industry infrastructure and update product, we must put the emphasis on the reformation and upgrade of the traditional enterprises and high and new technology must be industrialized. And at the same time we must open both to internal and external world, adjust ownership, develop together with other domains, long term strategic development instruction and macroscopic planning should be given prominence to. Industry management system should be reformed; the transformation of enterprise business mechanism should be accelerated; the organization of the entrepreneur team should be enhanced; the competitive enterprises and industry group should be fostered; new adjustment and upgrade machining should be researched and investment should be increased.
