Economic Analysis of De-farming and Reforestation Actions

Liu FanSchool of Economics and Management,Beijing Forestry University,100083,P.R.China
The De-Farming and Reforestation Program(DFRP) is a complex and long-range socio-economic ecosystem program, which involves the relationship among the central government, local governments and peasantry. In the paper,Olson's Collective Action Theory is employed to research on the logic of DFR actions. The personal reasons for actions in economics have been revealed by analyzing the cost and revenue of the central government, the local governments and peasantry in DFR respectively, which indicates that only the central government cares for DFR while the local governments and peasantry are against it.Then suggestions are given to realize the policy efficiency. And finally, the article points out that consummation of the eco-environmental compensation system is the key to environmental development.
