An Organization-theoretical Analysis of the Problems in the German University Reform

SUN Jin (School of Education, Ruhr-University of Bochum, Bochum 44801, Germany)  
Based on the organization-theoretical research about the university as “Organization of Professionals”, this article sums up the institutional characteristics of the German university regarding its organisational structure and policy-making mechanism. This knowledge is afterwards used to analyse the current problems in the German university reform. The analysis indicates that the problems are mainly due to the “decentralized structure” and the existing “decision blockades” in the policy-making mechanism of the German university.
