Distribution System of Water Resources in Hexi Corridor in Qing Dynasty

The water dispute in Hexi Corridor was one of the most principal social problems in Qing Dynasty. So the Qing Government set up a distribution system of irrigation with different levels to achieve the goal that all counties, all canals, as well as all farmers, could share a fair amount. The system goes as follows. The top level concerns all the counties upriver and downriver along Hei River and Shiyang River. The second engages different canals in each county. The third involves all the users along each canal. The aim of the system is to determine the time and the quota of water use, which follows two principles: justice and efficiency. As a result, the system to some degree alleviated the problem and all the local governments played their due role in water distribution.
