Externality of academic journal benefits and its resolutions

On the basis of the economics theories,the author analyzes the features of academic journals in the aspects of production,sales and consumption.Also the author discusses the externality problem of the benefits of academic journals,and the approaches to resolve the externality problem with the market mechanism and the government intervention,the standards of government interventions and the principles that establish the best intervention modes.At last the author suggests that the academic journal publishers should be managed as public institution.
