Evaluation Procedure and Indexs System of EIA for Developing and Constructing Mountain Scenery Areas ——A Case Study of Water Cave National Scenery Areas in Benxi

Taking water cave national scenery areas in Benxi as an example, the evaluation procedure of Environmental Impact Assessment (EIA)on developing and constructing mountain scenery areas was divided into three layers. The first layer was planning and man made national disasters indexes. The second layer was landscape and ecological indexes and the third layer was environmental quality and reaction indexes. The indexes of each layer were set up.
