Spatial services frame work of emergency processing in electronic government

FAN Rong-shuang,ZHANG Qing-pu,LIU Ji-ping,WANG Liang(Chinese Academy of Surveying and Mapping,Beijing 100039,China)  
Emergency processing is the problem that each government in all levels focuses on universally,also is the important problem that Electronic Government intensifies the supervision and management of Government.Considering the characteristics of emergency processing,this paper points out that Electronic Government is the flat basics of emergency processing and discusses the function of GIS in emergency processing,brings out the server models of emergency processing in Electronic Government,and discusses three key stages of emergency processing.
