Penalties for certain humanitarian problems

The world is moving towards penal reform within the scope in the direction of civilization,of humanity,China's Criminal Law are also actively exploring it.Discussion on the humanitarian penalty is a good start.Some scholars at home and abroad have done some study on the problems of humanity.This paper tries to define the meaning of humanitarian penalty,and the humanitarian review over China's Criminal Law,the humanity is not only companied the penalty in the past and present,but also the future direction of the Penal Code.
