The urban fringe is the most vibrant area of the city, which changes fast and is one of the key areas in the city research. On the basis of the analysis of the character and the forming mechanism of the land-use structure of the urban fringe, the paper designs a dynamic planning and management system for urban fringe land-use. The system includes three sub-systems: supervising and evaluating sub-system, early-warning sub-system and decision-making sub-system. The system is based on the character of the increasing land price and the rule of land-use succession. Through the dynamic appraisement of land quality and price, the system imitates the land-use replacing trend. The system periodically contrasts the trend with the original land-use planning of urban fringe during the course of carrying out the planning, considering eco-environment, social and economic benefits. Then the amendments to the planning and appropriate measures in management are given. As a recurrence-feedback operating mechanism, the system makes the best of economic lever as the regulative finality to assure the planning adjusted reasonably and actualized possibly, so the land-use structure of the urban fringe can be optimized.
