BASIC FEATURES AND CAUSES OF THE FLOOD AND DROUGHT DISASTERS IN HUBEI PROVINCE

Hubei Province is one of the provinces where natural disasters occur frequently in China and drought and flood disasters are more severe, which has become a key restrictive factor to the social and economic development of Hubei Province. Firstly, this paper studies the basic characteristics of drought and flood disasters in Hubei Province, and describes the disaster in accordance with the arising periods of time.Flood can be divided into rain season flood, midsummer flood, spring season flood and autumn season flood and while drought can be divided into midsummer autumn drought, spring and summer drought, autumn drought and winter drought.Thus flood or drought is seasonal.In accordance with the severity of disasters, drought can be divided into severe drought section in Northeast Hubei, severe midsummer autumn drought section in the middle part of East Hubei, severe spring and autumn section in Northwest Hubei, slightly severe drought section in Southwest.Flood can be divided into rain season flood sections in the middle part of East Hubei and Jianghan Plain, severe spring rainy season flood sections in Northeast Hubei and Southeast Hubei, summer and autumn flood section in Southwest Hubei and slight flood sections in Northwest Hubei and Three Gorges Valley.Thus drought or flood is regional.Besides, drought or flood also has the characteristics such as continuity, phases, cyclicity and Chain-reaction.Secondly, this paper reveals the analysis concerning the main factors of the formation of drought and flood disasters of Hubei Province, holding that drought and flood have been formed and developed under the co-action of artificially-created factors and natural factors such as weather, physiognomy, environmental resources, engineering and social and economic factors and so on. Although natural conditions are very important to the formation of drought and flood disasters, the formation of severe disasters has been closely connected with artificially-created factors and the trend has been extremely obvious in the twentieth century.
