PROBLEMS IN THE RIVER BANK USE AND HARBOUR LAYOUT ALONG JIANGSU REACHES OF THE CHANGJIANG RIVER AND COUNTERMEASURES FOR THEIR SOLUTION

The length of river bank is 837 kilometres in Jiangsu reaches of the Changjiang River. Up to the year 1997, its utilization ratio exceeded 17%, ranking first place among various provinces or cities located in the Changjiang Basin, and the river bank use has played a key role in regional economic development. Meanwhile, some problems began to manifest themselves: (1) a series of contradictions occurred between one branch and the other, one branch and one region or one region and the other due to the lack of unified plan and management; (2) the construction of harbour has almost been out of control; the unreasonable phenomena of disperse layout, surplus of handling capacity and identical structure has been in common; (3) some major projects of the utilization and realignment of river bank bear blindness due to the inadequacy of scientific attestation etc. Working out authoritative functional divisions and an overall plan of river bank use, setting up a management system for unified examining and approving river bank use by provincial planning department, organizing new transregional and transbranch operation system for harbour management and imposing fees upon the users of river bank etc will be effective means for solving the above-mentioned problems.
