A Discourse on the Socialist Urban Lands Market——About HongKong's Land System

China's existing land system is no longer adaptable to the need of urban economic growth, therefore it is quite necessary to reconstruct the system and establish the urban lands market. The model of China's urban land market should be. "one control system, two levels of transaction and multiple economic entity". "Two levels of transaction"refer to the transaction between the state and the land users and the transaction among the land users. " One control system" means that either the first level of transaction or the second level of transaction must be controlled by the state. "Multiple economic entity" means that the participants of the lands transaction include not only the government but also state enterprises, collective enterprises and individuals, and even foreign traders, so as to form a land leasing market guided by the state and through the negotiation between the buyer and the seller.
