The Incentives and Effects of Government Protection

Ping Xinqiao China Center for Economic Research (CCER), Beijing University, 100871  
Based on a national survey about enterprises in China (2002), we show empirically that there are strong mate- rial incentives behind the government's protections and controls: wherever the marginal productivity of produc- tive factor is higher. There exist incentives for the government to protect and control the industries. The effects of government protection on factor market allocation are significantly negative. However, for the incumbent state - owned - enterprises, there are some benefits gained from local government protections.
