FROM FUNCTIONAL SPILL-OVER TO INSTI- TUTIONAL BALANCE: THE PATH OF RE- GIONAL INTEGRATION IN THE YANGTZE RIVER DELTA

Based on the theories of neo-function- alism and neo-institutionalism in regional integration, the process and effect of the integration in the Yangtze River Delta since 1980s has been analyzed. It is ar- gued that the integration of the Yangtze River Delta started from the cooperation in infrastructure at the beginning of 1990s, and then spilled over to other economic sectors such as tourism and education, af- ter that, spilled over to the political and even institu- tional field. However, imbalanced institutional con- straints among different government intensify the de- crease of the spill-over marginal utility, so most of the spill-over happen in the fields of low threshold. Finally, from the perspective of neo-institutionalism the future road for the regional integration in the Yangtze River Delta is briefly outlined, i.e. towardsinstitutional balance.
