HISTORY AND REALITY OF NATIONAL CITIES SYSTEM PLANNING

This paper makes a thorough analysis of the meaning and function of the National Cities System Planning by reviewing its development. It argues that the National Cities System Planning, which is also regarded as the national spatial planning, is a strategic planning to realize the national interests, and the economic system can not be considered as the shackle of the planning. It holds that the national spatial planning should focus on the cities and towns development and a new planning system which in- corporates the national spatial planning, national land use planning, national economic and social planning should be constructed.
