A Study on the Policy Optimization of "Four Irregularities" Collaborative Governance in Rail Transit Area Based on the Theoretical Framework and Analysis Model of Collaborative Governance——Taking Shanghai Metro as an Example

The Shanghai Metro is an important part of the city's orderly operation and an important window that reflects the city's humanistic care. Therefore, it is of great significance to carry out administrative law enforcement against the behavior phenomenon of violating the "Shanghai Rail Transit Management Regulations"(such as setting up booths without authorization, distributing propaganda materials, illegal peddling, begging, etc. in the rail transit area which referred to as "four irregularities"). According to the nature and characteristics of rail transit area, the author analyzes potential collaborative participants based on the comprehensive model of collaborative governance, and proposes the direction of collaborative policy optimization.
