PLANNING IN AN ADMINISTRATIVE ZONE-BASED DEVELOPMENT CONTEXT: REFLECTIONS ON LOCAL GOVERNMENT'S PLANNING BEHAVIORS

Based on an intensive analysis of local government's planning values and behaviors, this paper argues that, by taking full advantage of local government's enthusiasm for urban planning, a practical way to hinge the planning ideals and the development realities under the " administrative-zone-based economy" is to seek the point of equilibrium between the idealistic planning rationalities and the realistic planning behaviors. Notwithstanding some bias of local government's planning behaviors as a result of its dual identities, the enhancement of local governments planning cognition and the growing practice of public participation and "rule by law" are becoming conducive
