A Comparative Analysis on the Three Main Negotiation Mechanisms in Japan-U.S.Trade Frictions

The MOSS talks,the Structural Impediments Initiative,and the Japan-U.S.Framework Talks are the three main negotiation mechanisms for Japan and the U.S.to alleviate trade conflicts after World War II.The comparative analysis among these three mechanisms and their sub-issues demonstrates that the relationship between the intensity of foreign trade pressure and the effectiveness of trade negotiations is asymmetrical.The main reason is that each mechanism constitutes a second-level game.The interaction of foreign pressure imposed by the United States and the domestic pressure within Japan forms a dynamic two-level game.In dissecting trade negotiations,it is essential to probe into the domestic variables such as the nature of naiastu 's appeal,the interests of naiatsu,and its structure and composition.
