The Quality of Distance Education:How Well Can Distance Education Serve Students?

The quality of distance education is distinct from that of everyday commodities. If we want to manage and assess the standard of distance education, an appropriate understanding of the quality of distance education services is essential. It should be emphasized that the target group for distance education services is distance learners. "Process" and "outcome" are identified as the two elements in the quality assessment exercise. The authors note that there is an element of subjectivity when evaluating how well distance education is being delivered. Based on the above discussion, the authors suggest that the quality of the outcome and process of distance education consist of "expected" and "unexpected" elements. Both types of elements are characterized by diversity, complexity and fluidity. This paper also examines the implications of the above for the practical work of distance education. Diverse criteria should be used to assess the quality of distance education in order to take into account the different needs of distance learners. Besides, we have to pay more attention to the evaluation and management of the quality process. Scientific principles should be adhered to when we attempt to enhance the quality of distance education. More importantly, the incentive of distance learners has to be strengthened.
