Outstanding Issues in Modern Distance Education Project in Rural Primary and Middle Schools

Five areas of outstanding issues in Modern Distance Education Project in Rural Primary and Middle Schools are identified in this study,namely,infrastructure construction,educational resources development,human resources and training,investment and management,and popularization and application,with popularization and application heavily influenced by the former four. Two areas of problems are especially serious:human resources and training,investment and management. They are the key areas to be broken through to ensure a sustainable development. Leadership,application and support from management,teachers and technical staff are critically demanded. Scientific investment,systematic planning of training,and content-led application strategy are suggested for future practice.
