ON THE DESIGN EARTHQUAKE LEVEL FOR EARTHQUAKE RESISTANT WORKS

In this paper the significant role of design earthquake levels in seismic disaster mitigation for engineering structures is discussed and its evolution, present status as well as the problems involving in the determination of design earthquake level are reviewed. After discussing the meaning and implication of design earthquake level, it points out that the scope of formulating design earthquake level should cover preparing correct aseismic design philosophy, setting appropriate goals for earthquake protection, assessing seismic hazard, selecting applicable deisgn parameters, and determining design levels and importance factors of structures. Recurrence periods and exceedance probability of earthquakes are used for expression of design earthquake levels. And a mathematical model for determining optimum design earthquake levels based on seismic hazard assessment, cost-benefit analysis and acceptable risks is finally recommended.
