Construction of Competency Model for Chief Information Officer in Primary and Secondary Schools

On the basis of summarizing and defining the responsibilities of chief information officer(CIO) in primary and secondary schools in China, according to the idea of responsibility-competency matching, the competency index of CIO is put forward. Confirming and statistically analyzing indicators through some methods including the Delphy expert consultation, project analysis and exploratory factor analysis, the competency model of the CIO in primary and secondary schools is constructed. This model is divided into three dimensions, including information professional knowledge, information management competency and personality influence, which covers 25 items: information strategic thinking ability, digital learning ability,information technology monitoring ability, emergency response ability, sense of mission and so on. The validity of the competency model is effectively examined by confirmatory factor analysis. The results show that the competency model could be used to guide the competency assessment and ability improvement training of the CIO.
