Confirming and statistically analyzing indicators through some methods including the Delphy expert consultation, project analysis and exploratory factor analysis, the competency model of the CIO in primary and secondary schools is constructed. This model is divided into three dimensions, including information professional knowledge, information management competency and personality influence, which covers 25 items: information strategic thinking ability, digital learning ability, information technology monitoring ability, emergency response ability, sense of mission and so on. The validity of the competency model is effectively examined by confirmatory factor analysis.
