Zhang Baohong (Institute of Crustal Dynamics,CEA, Beijing 100085)  
Plate boundary observation (PBO) is one of the parts of the USA scientific project--Earthscope. PBO is a geodetic observation net designed to study the three dimensional strain field resulting from deformation across the active boundary zone between the Pacific and North American plates in the western United States. The core of PBO is a carefully designed and integrated network of Global Positioning System (GPS) receivers, borehole strainmeters (BSM) and laser strainmeters (LSM). This paper introduces PBO, including descriptions of science themes, observational systems, management, and implementation plans.
