An Integrated Entropy Weight-Variable Fuzzy Sets Evaluation Approach for Small Town Disaster Vulnerability Problem

To estimate disaster vulnerability of small town more objectively,a new evaluation approach was presented by means of combining entropy weight with variable fuzzy sets.In this paper,weights of evaluation index of disaster vulnerability of small town were established by the entropy method,and a new evaluation model of disaster vulnerability of small town was constructed based on variable fuzzy sets theory.The method was applied to evaluate disaster vulnerability of small town in Hunan Province.Results show that the entropy weights of evaluation indexes are given by entropy of statistical data,so the determined weights are objective;in variable fuzzy sets theory,the computation of comprehensive relative membership degree depends on relative difference function and relative membership degree,and reliability of evaluation results can be verified in term of parameter combined transform.So combination entropy weight with variable fuzzy sets is a new useful method for disaster vulnerability evaluation of small town.
