THE NEW PRINCIPLE OF DISCRIMINATION BETWEEN POWER SWING AND SHORT CIRCUIT

This paper introduces a new principle to discriminate power swing from short circuit on transmission line. The fault detector using this new principle blocks the protective relay no matter how short the power swing period may be. When power swing and short circuit happen at the same time, the fault detector will block the zone I distance relay before the maloperation of the relay will take place as the phase difference of e.m.f of both side grows large,and as the phase difference becomes small it will permit the relay to trip immediately i. e. unblocking the relay, so the fault will be tripped at least by the zone Ⅰ distance relay from one side of the line. Using this new principle will eliminate the defect of the conventional power swing blocking device now used in our power system, so this new principle will get wide application soon after.
