Electricity m arket has great im pact on pow er system dispatching operation. The justice and optim ality of tradeplanning are prerequisite. This paper presents a novel m odel of short term trade planning in a com petitive electricity pool⒙w ith the settlem ent rules involved in the objective function. Moreover⒙the conceptofsystem m arginalprice is im proved so asto reflect the reasonable distribution ofbenefits betw een transaction centers and suppliers. And the justice criterion from thestandpoint of pow er plants is proposed⒙as w ell as the optim ality criterion from the standpoint of transaction centers. Thedescribed m ethod has been tested in a real pow er system ⒙and the results dem onstrate that generation scheduling and pow erdistribution based on the proposed m odelcan reflect justice⒙im partiality and transparency of electricity m arket.
