EVOLUTION OF THE POWER DISPATCHING CONTROL CENTER——REAL TIME POWER SECURITY EARLY WARNING SYSTEM

A real time power security early warning system (RTPSEWS) is presented to significantly improve the ability of real time power security early warning as a new function of the modern power dispatching control center. The principle, features, functional framework, system configuration and performance index of the RTPSEWS are given. In the RTPSEWS, firstly a real time information rebuilding is carried out to improve the reliability of the RTPSEWS, secondly multiple diagnoses on the security of the power system are reported to the dispatchers by subsystems in parallel, thirdly, a consultation is held to give a comprehensive early warning report on the security of the power system under real time environment. Based on the standard IEC 61970 control center application programming interface (CCAPI), the RTPSEWS can be conveniently integrated with existing information systems installed in the power dispatching control centers.
