ANALYSIS METHOD OF ELECTRICITY DISTRIBUTION UTILITIES COST

Yue Shunmin, Yu Yixin (Tianjin University, Tianjin 300072, China)
The cost level of electricity distribution utilities is the base both for the pricing and for the price regulation of the power market monitors. So the cost analysis method about electricity distribution utilities is becoming the main work in the study of electricity distribution market. Partial least-squares regression (PLS) method is applied in the construction of the production function based cost function model of electricity distribution utilities. By combining the scale of utilities and the characteristics of consumers, some indexes for evaluating the cost level of electricity distribution utilities are offered, such as economic scale and economic load density of electricity distribution utilities. A method of evaluating and analyzing the cost of electricity distribution utilities is obtained at last based on the indices proposed. Results of the practical example and calculation show the feasibility of the proposed method.
