Penetration Level Calculation with Considerations of Phase-to-phase Short Circuit Fault

Considering the effect of distributed generation connected into distribution networks on distribution protection system, this paper proposes the optimistic and pessimistic estimation of penetration level models. And then the calculation method of penetration level is introduced. Finally, the practical system of Hangzhou Power Grid Company is utilized to evaluate the proposed model and the results provided.
