Two-part Transmission Pricing for West-to-east Power Transmission in the Southern Region of China

In recent years,with the development and alternation of the west-to-east power transmission in the southern region of China,the prevailing one-part transmission pricing cannot meet the requirements at the present as well as in the future. To address this problem,a two-part transmission pricing mechanism is presented. Specifically,types of power transmission projects and price zones of west-to-east power transmission are initially divided,and an approach of allocating the investment of power transmission projects among various price zones is proposed. On the basis,of above work,the annual permitted revenue for each price zone is calculated,and then the one-part transmission price and two-part transmission price are figured up. Finally,based on the actual trading electricity quantity of the west-toeast power transmission in 2012,the effects of the one-part transmission pricing and two-part transmission pricing are calculted and analyzed in detail. The results show that the two-part transmission pricing is better for maintaining a stable revenue level for the transmission company in case that the actual trading electricity quantity is significantly less or more than the planned. Meanwhile,it can provide more motivation to the eastern provinces for purchasing electricity from the western provinces,and the sustainable development of the west-to-east power transmission is promoted.
