Application of multi-level sysnethetical decision totransimission network planning with load growth uncertainty

Transmission network planing is always subject to uncertainty in the form of unpredictablc factors of the future. A new approach applying grey programming is proposed for the transmission network planning with load growth uncertainty. Characteristic feature of the presented approach is that the errors in the forecasted data can be taken into account by using grey number concepts, making the approach superior to the conventional programming methods, which assume that dispatching of new generators is exactly certain,and there exists no errors in the forecasted loads.Conventional linear programming technique and up-to date grey planning theory are simultaneouslyco-ordinated in the new transmission network optimization model. Which cares for "grey feature" of futrue loads and "versatility of new generators allocation. Automatically generating multilevel escalating load alternatives sets and relevant generator dispatching alternative sets. Grey model GM(1,1) is intrduced in sensitivity analysis and srnethesis decision on multi-soenarios simulating resulating results. A reduced risk plan is finally soluted.An application of the model to the horizon-year planning of a 21-bus network service to illustrate efficiency of new approach.
