Design and Development of Computer Emergency Management System

Zhai Xiaomin Sheng Zhaohan He Jianmin (Institute of System Engineering, Southeast University, Nanjing 210096)  
Some key elements in developing a fast effective Computer Emergency Management System (CEMS) are discussed in the example of CEMS, they are: system structure, database system, inference method, communication network and graphic system which are useful as they provide general theory, methods and scientific basis.
