The New Development of Philippines-Russia Relations and China's Reaction

ZHANG Jie;National Institute of International Strategy, Chinese Academy of Social Sciences;
Philippines-Russia relations have been becoming close rapidly since 2016.Both countries show strong willing to deepen their cooperation in the field of military,energy and etc.An intent from both of developing into a new international"pole"can also be witnessed.However,insufficient mutual interaction,economic and geopolitical differences will impede two countries'efforts to improve the cooperation level in a short term.Even though,building a close relationship between the Philippines and Russia will generate a spillover effect,which needs to be taken into account when observing the trend of Asia-Pacific security structure.China needs to face challenges that a close Philippines-Russia relationship will create.Both countries have potential desires to balance China's rising.Nevertheless,China,the Philippines and Russia still have common interests which are the base of cooperation among three countries.Therefore,China can strengthen bilateral relations with the Philippines and Russia respectively.Meanwhile,China needs to play a key role to coordinate trilateral cooperation on the platforms of a regional security regime and dialogue.
