Implementation of Preventive and Remedial Control for Tie Line Overload by Use of Automatic Generation Control

The authors propose that by integrating the automatic generation control (AGC) with security constrained dispatch (SCD) to constitute a closed-loop control system to implement the preventive and remedial control of tie line overload. When tie line is heavily loaded, according to the sensitivity coefficient of active power of tie line to active output of generating sets the adjusting directions of the units output are restricted to prevent the further aggravation of heavy load of tie line that is caused by normal adjustment of AGC. When the power flow of tie line exceeds the limit, the remedial control is provided by SCD and executed under the control of AGC to automatically complete the adjustment to relieve the overload of tie line. Actual application of the proposed method to the EMS in Jiangsu provincial dispatching center shows that this method can effectively keep the power flow of tie line within the permissive bounds and ensure the secure and stable operation of power system.
