Historical Investigation on the U.S. Policy to Sino-Philippine Nansha IslandsDisputes——Interpretation based on the U.S. Recent Declassified Diplomatic Files

With the increasing escalation of Sino-Philippine Nansha Islands dispute in 1970s, Philippines actively sought the U.S. military support. In this context, the U.S. government began to study and formulate policies to reply the Nansha Islands dispute. Under the influence of the normalization process of Sino-American relations and "Nixon doctrine", the Nixon government tried to evade "U.S.-Philippine Mutual Defense Treaty" to suit to Nansha Islands. Since then, because of the Philippines government’s repeated demands, Ford government gave ambiguous promise to the applicable scope of "U.S.-Philippine Mutual Defense Treaty", but at the same time added "exemption clause", namely "having conditions" to suit Nansha Islands, and the U.S. official position still adhered to be "neutral". After the end of the Cold War, the U.S. government’s position to Nansha Islands gradually gave up "neutrality" but changed to actively involve in. The U.S. factors increased a certain difficulties to the future solution of Nansha Islands disputes.
