The Defining of Mass Affairs and Relevant Concepts

Liu Yajing(Chinese People's Public Security University, Beijng, 100038)  
Influenced by the political environment, economic and social factors, there are some differencesas far as the concept of mass affairs is concerned. In our country the recognition to mass affairs also hasexperienced different stages. Now the concept of mass affairs exists various title, such as public orderemergency, public security incidents, suddenly occurring event and mass affairs. This paper systematicallyexplains the relevant concepts of domestic and international mass affairs, and reveals the connotation of massaffairs through comparable and analytical method.
