## A Branch -and -Bound Method for the Minimal Flow Problem of a Directed Network

Blackage is a kind of phenomenon, happened frequently in a transportation network in which human beings are the moving subjects. The minimal flow defined in this paper means the maximal flow through a network in the most seriously-blocked situation of the netowrk. It is a important parameter in designing a transportation network, especially a emergency evacuation network. The fundamental concepts and definitions, such as saturated flow, blocking flow, blocking cutset and minimal flow are introduced, the theorems concerned are proved, and the branch-and-bound method for determining the minimal flow of a network is presented in the paper. This method is a effective algorithm for the networks with fine structures.
